Highway Allocation
Every
year Wayne County receives about $700,000 in highway allocation funds from the
State of Nebraska. This money, which
comes from state taxes on motor vehicle fuels, is used to maintain and improve
county roads and bridges. In order to
receive state highway allocation funds, the county must submit the following
reports, which are prepared by the highway superintendent’s office.
Ø The One and Six Year Road Plan, which is a list of road and
bridge construction projects proposed for the current year and the following
five years. Every February the highway
superintendent’s office helps the County Board of Commissioners update the Plan
and hold a public hearing on it.

Ø Annual reports on road budget and expenditures, road
receipts, road contracts, machinery, and equipment inventory, and equipment
operating costs.
Duties
Ø Writes bid specifications and solicits bids for road
equipment, bridge materials, culverts, gravel, contract labor, and engineering
services.
Ø Supervises bridge inspections and trains inspectors. Federal law requires all bridges over twenty
feet long to be inspected every two years.
Ø Applies for Federal Aid funds for road and bridge projects.
Ø Conducts negotiations for acquisition of road right of way.
Ø Reviews and classifies bills for road expenses.
Ø Issues Enhanced 911 addresses to new rural houses.
Ø Reviews applications for permission to install utility lines
in road rights of way, for permission to move buildings on county roads, and
for permission to build in flood plains.

Frequently Asked Questions
Has
Wayne County adopted rural zoning regulations?
No. The zoning
jurisdiction of the City of Wayne extends two miles outward from the city
limits, and the zoning jurisdiction of the City of Wakefield and the Villages
of Carroll, Hoskins, and Winside extend one mile outward from their corporate
limits, but Wayne County has not adopted rural zoning regulations for the rest
of the county. Federal and state laws
and regulations, of course, apply throughout the county.
How can I find out whether my land is in a flood plain?
If the land is rural, call the highway superintendent’s office, which has a set
of Federal flood plain maps. If the
land is in a city or village, ask the city or village clerk for advice.
How can I get county permission to cross a county road with
an underground irrigation pipe or electric line?
Ask the highway superintendent’s office to send you an application form. Complete and return the form so that the
highway superintendent can submit it to the County Board of Commissioners for
action.

highways?

How can I get an Enhanced 911 address for a new house that I
am building?
The highway superintendent’s office assigns all Enhanced 911 addresses in rural
Wayne County. Tell them where the house
is located and they will assign an address to it. Be sure to get the Enhanced 911 address from the highway
superintendent’s office before you arrange for mail delivery or
telephone service to the new house.
